ELIGIBILITY
In order for a resident of Wood County Central Hospital District (WCCHD) to receive assistance to the Indigent Care Assistance Program (ICAP), certain criteria must be met.

Citizenship
A person applying for WCCHD ICAP must be a natural born citizen, naturalized citizen, sponsored alien, documented alien, (has a green card and has had the status for at least five years from legal entry into U.S.) or legally admitted alien (alien admitted for permanent resident).
Residence Eligibility
Applicants must live in the boundaries of the Wood County Central Hospital District (Quitman ISD). This residency must be verified with at least two documents to prove residence. These documents include mail, driver’s license, rent/mortgage payment or utility receipt, property tax receipt, voting record, school enrollment records, statement from landlord/neighbor/other reliable source or three consecutive months of receipts in the name of the applicant for utility bills, rent/mortgage payments or lease agreements. No medical or hospital bills and invoices may be used to prove or verify residence.
Financial Eligibility
Services shall be provided to those residents of the WCCHD who have a gross yearly income less than or equal to 150% of the Federal Poverty Income Level, and who are not eligible for Medicare, Medicaid or any other health care assistance and/or reimbursement programs.
Eligibility Renewal
The Fiscal year is defined as the twelve (12) month period beginning with the applicant’s acceptance into ICAP. Each applicant will be responsible for reapplying for benefits as required under this policy.
